FOREIGN POLICY. Saved Europe from Financial Disaster. SPEECH BY MB. STIMSON. (United P.A.—Electric Telegraph—Copyright) NEW YORK, October 2. The Secretary of State, Mr. H. L. Stimson, in an important address at Philadelphia, reviewed the foreign policy of the President, Mr.. Hoover, whose leadership, he asserted, had prevented the threatened collapse of the European economic structure and enabled those nations to embark on a financial relialibitation programme. Commenting on the Manchurian situa-. tion Mr. Stimson said the Sino-Japanese controversy not only was a blow to America's commercial interests, but constituted "a deadly threat to the authority of the great peace treaties which, after the World War, had been conceived by the nations of the world in a supreme effort to prevent a recurrence of such a disaster." § Mr. Stimson laid stress on the success of the "non-recognition" policy of the United States in regard to the' State of Manchukuo which, he said, apparently had world-wide support.
