REDUCTION TO 4 PEE CENT. (IJeccived 12 noon.) BERLIN, September 21. The discount rate of the Reichsbank has been reduced from 5J per cent to 4 per cent. The rate of 51 per cent was established on April 8, when the December rate of 7 per cent was superseded.
