SECRET AGREEMENT?
SURPLUS OF POPULATION. ' PEOPLE FROM BRITAIN. DENIAL BY MR. COATES. (By Telegraph.—Special to "Star.") WELLINGTON, this day. 'It has been reported that the New Zealand Government has entered into a secret arrangement with the Imperial Government to undertake an immigration scheme with the object of absorbing some of the surplus population of the United Kingdom. The statement has been circulated that the Imperial Government has agreed to make available some millions of pounds at a small 0 interest in order to enable the Isew Zealand Government to finance The "Star's" representative mentioned this matter to-day to of the New Zealand nt Ottawa, but Mr. Coatcs stated that t ere was no foundation for the bUgge»tion. The question of immigration lic said, had naturally been discussed but no agreement had been entered into.
