CONVENTIONS TO BE RATIFIED. RUGBY, September 20. The International Convention for the Safety of Life at Sea and the International Load-line Convention will be ratified by the British Government and by the majority of the other signatory Governments on October 1, and will come into operation in the ratifying countries on January 1.

The other countries which already have ratified, or agreed to ratify on October 1, include, 'in the case of the Safety Convention, Canada, Denmark, Finland, France, Germany, Italy, the Netherlands, Norway, Spain and Sweden, and, in the case of the Load-line Convention, Canada, Denmark, Finland, France, Italy, Latvia, the Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, the United States and Russia.
