ECONOMIC PROGRAMME. BERLIN, September 14. The President, Marshal von Hindenburg, supports the Chancellor, Herr von Papen,' in his resolve to proceed with the Government's economic programme. The Radicals and Socialists have issued their iirst electoral appeal. Dr. Goering, the Speaker, has lost ground by admitting the legality of the dissolution of the Reichstag. It is stated authoritatively that the culmination of the Cabinet's 12 months' plans will be an amendment of the Constitution. In the meanwhile the Government will act in strict accordance with the present Constitution.
