GERMANY'S MILITARY DESTINY (Received 1.30 p.m.) LONDON, September 14. "The Times" Berlin correspondent says that another step in Germany's military destiny is the formation of a National Board for the Physical Training of Youth, under which young members of all non-Communist organisations will be assembled under ex-officers for triweekly field exercises on disused parade grounds. President Hindenburg, issuing the order, declared that the future of the race lies in its youth. Twenty camps 'throughout Germany will inaugurate the scheme.
