CONFLICTING NEWS. Reported Agreement and Deadlock. WAR GUILT CLAUSE. (.United P.A.—Electric Telegraph— Copyright) (Received 1 p.m.) LONDON, July 7. The British United Press representative at Lausanne understands that an agreement between France and Germany was reached on the war guilt clause and that a final plenary session of the conference will be held cither on Friday or Saturday. "The Times" Lausanne correspondent, however, suys that a "deadlock without qualification" is the only description of the situation after to-day's negotiations. Not an inch of progress was made at the conferences held. The hesitations nnd indecisions within a stone's throw of a settlement were almost incredible. Earlier dispatches eta ted that in spite of the unpromising adjournment of the. negotiations at Lausanne last night the latest reports forecast that an agreement was probable in a few hours today. Probably the basis would be a German payment of £130,000,000 and a declaration that the cancellation of reparations abrogates Part S of the Treaty of Versailles without specifically mentioning the actual "war guilt" article. "The Times," in an editorial article, says: "All the facts are known nnd the time has come for a decision which can only be attained by mutual concession. The French Prime Minister, M. Herriot, and the German Chancellor, Herr von Papen, have shown sweet reasonableness and brought a settlement within reach. Any reasonable terms should be counted to the negotiators' credit by their own public and Parliamentary opinion."
