A gain of traffic at this stage means that the great bulk of the resultant revenue is available for the interest account, and correspondingly eases the burden of the general taxpayers. Losses of traffic which should rightly go to the railways reduce the Department's employing strength and increase the load on taxpayers. Strengthening the railways strengthens New Zealand.
