EMPIRE DEVELOPMENT
Plea for Organised Plan of
Migration,
CHARTERED LAND COMPANIES,
(Received 11.30 a.m.) LONDON, April 25. The "Morning Post," in a special article 011 the development of Imperial estates, emphasises the neglected opportunities through not utilising the unexploited capital of the man power of Britain. It is true that the Dominions 110 longer welcome haphazard migration, so that, if migration is to be resumed on the pre-war or ever. a greater scale, it must be according to an organised plan, having regard to the ultimate disposal of Dominion products as well as to the careful selection, training and establishment of new settlers.
The most effective method is by Imperial chartered companies operating in partnership on an unprecedented scale. The Overseas Settlement Committee is in the position of a contractor who had no ground on which to erect a house, and therefore cannot direct the control of expenditure, but chartered companies would acquire land in various parts of the Empire, and would train and establish settlers for direct production along the most scientific lines and use the credits arising from the disposal of primary products to the best advantage of British exporters.
