SPECIAL BUDGET IN U.S.A. WASHINGTON, March 24. President Hoover submitted a supplementary Budget to the Speaker, Mr. J. N. Garner, for an additional £290,000 for the Department of Agriculture "to be used in controlling an anticipated severe infestation of grasshoppers during the summer of 1932" in eight Western States. Under the provisions proposed in the supplementary Budget, the Secretary of Agriculture would b&. authorised in his discretion to aid only such counties or districts as were not financially able to buy poisoned bran bait.
