BRITISH "BARGAIN TARIFFS." (Received 1 p.m.) LONDON, February 8. Mr. Walter Runciman, President of the Board of Trade, in answer to a question in the House of Commons, said there had been sio negotiations aiming at tariff bargains with any foreign country.
