HEADMASTERS' RIGHTS.
PLACING OF TEACHERS. "This raises the question of whether a headmaster has the right to place his staff where individually it can do the best work," said the senior inspector, Dr. J. W. Mcllraith, at the Education Board's meeting this morning. He referred to a letter from the headmaster of the Northcote Junior High School asking permission for one of his teachers to be transferred from the junior high school to the secondary department.
