HUGE NOTE ISSUES.
Running Expenses of American Services. DEPARTMENTAL FINANCES. WASHINGTON, December 7. The Secretary of the Treasury, Mr. A. VV. Mellon, announced that three new issues of Treasury notes certificates, totalling 1,500,000,000 dollars (approximately " £325,000,000 at present par of. exchange) will be offered immediately to help to meet the Government's Departmental operating expensee. An amount of £150,000,000 in one-year notes will' be offered at 3£ per cent; £75,000,000 in six months' certificates at 2if per cent, and £100,000,000 in nine months' securities at 3 per cent.
