Enemy Countries.

LONDON, November 20,
Sir Walter Layton, editor of the "Economist," formerly director of the economic and financial ■ section of the League of Nations, has been nominated to serve as the British member of the Advisory Committee summoned by the Bank for International Settlements to consider Germany's capacity to pay reparations. Sir Walter was a member of the bankers' committee which inquired into the immediate credit funds of Germany in August. A message from Vienna states-that in consequence of Austria and Hungary appealing to the League for assistance in their parlous financial position, Sir Otto Niemeyer, of the Bank of England, Sir Robert Kindersley, a director of the bank, and American bankers are studying the situation. This is regarded as critical.
