SPANISH PRESIDENCY,

LONDON, November 4,
The Madrid correspondent of "The Times" says the Cortes has approved of a clause in the new constitution, by which no priest, soldier or member of the former Royal Families can become eligible for the Presidency of the Republic.
The President is to be elected for six years, but will not be eligible for reelection, and may not declare war without the approval of Parliament.
