The city Mayor's recent report on tlie council's financial position stated that arrears of rates for the one year, 1930 to 1931) amounted to the huge sum of £56.420. Aβ a ratepayer who manages to keep his rates paid up, I consider that the ratepayers who pay up —many of them under great difficulties —are entitled to some information regarding the non-payers. How many of them are there, and are they people in a large way of business or ordinary ratepayers? Also what steps are taken to compel payment? If these arrears were paid up, or even £50,000 of the amount, the rates could be reduced, not by a paltry farthing in the £1, but by a substantial sum. A PAID-UP RATEPAYER.
