PARLIAMENT'S SESSION. MORTGAGORS BILL PASSED. B BSTRICTEI> IMMIGRATION. CONTROL OF RAILWAYS. ( By Telegraph-— Parliamentary Reporter.) WELLINGTON, Monday. Two Government measures were disposed of by the House of Representatives at to-day's sitting, a substantial amount of progress which brings the session's end appreciably nearer. The Mortgagors' Relief Bill, which encountered a number of interesting Doiiits in committee calling for amendment was finally passed after further changes had been made, enabling the procedure in regard to chattels and Mortgages to be revised in line with the special conditions of these securities, and the jurisdiction of magistrates was extended to £2000. An unexpected appearance was "the immigration Restriction Bill, which the prime' Minister described as one of the emergency measures he had in mind when 5 calling the special session. He said it would give the Governor-in-Coun-cil ample power to restrict immigration, which, in the present economic condition of New Zealand, may be justified. 6ne point made by Mr. Forbes was i that, whereas in 1929 there was an excess of departures for Australia over arrivals, the position had been heavily reversed last year, when the excess of ' arrivals from Australia over departures f6r the Commonwealth was 3096. Finally the Government Railways Amendment Bill, constituting a board of three directors to control the railways, was introduced and. will be dis- . cussed when the House resumes tomorrow afternoon.,
