UNEMPLOYMENT PAY.
TRADE UNION PROPOSALS. (British Official Wireless.). (Received 11.30 a.m.) RUGBY, April 12. The Times" Labour correspondent says that the evidence which the General Council of the Trade Union Congress will submit to the Royal Commission on unemployment insurance will be ready early in May. It will be found that the proposals are both novel and constructive.
The general council has consistently maintained that unemployment benefit should be available to all genuinely unemployed persons and on a non-contri-butory basis, but the council recognises the necessity of ensuring the solvency of the fund and also the objections to greater burdens on industry. It will offer suggestions of its own for making and keeping the fund actuarially sound.
