EUROPE'S DIPLOMACY. France Will Arm to Face " German Menace." SECURITY AND DISARMAMENT. (United P.A.-Electric Telegraph-Copyright) (Received 10.30 a.m.) LONDON, April 12. The "Observer" says that the face of European diplomacy changed last week and is more critical than ever since the Armistice. The question of Germany's position in Europe must be faced and settled, the paper contends. M. Doumergue. President of France, unreservedly announces that France relies on her own arms to counter the alleged German danger. Thus a general increase in French armaments is a possibility. The French principle, fairly stated, is that disarmament is only " obtainable from a sense of security which will be produced by a clear margin of French security in arms. The British policy and feeling on the contrary holds that disarmament is a means to security and not the result thereof. "We desire to show equal friendship towards Germany and France," the "Observer" continues. "The thesis of Germany permanently subjected to French supremacy is more likely to lead to disaster than security."
