The "Times" correspondent at Riga says that the Soviet is organising a special force of police and firemen, armed with rifles ostensibly to protect industrial enterprises against wreckers and the enemies of the five-year plan. It is distinct from the ordinary police and "Red" army and is directly managed by the Extreme . Economic Council. The chief training centre at Leningrad issued the first batch of officers last week. These were specially admonished regarding the importance of their duty of protecting industry from within. Students of the military academy have been nearly .trebled since last year. ;
