MORE DEFIANCE.
Indian Congress Proposes Self-Government. LAWS UNTO THEMSELVES. DELHI, October 10. The leaders of the Indian National Congress at Bombay are planning further defiance of the Government. They are organising a kind of parallel Government and setting up Congress courts of arbitration and boards for the settlement of civil and criminal cases.
Commercial and other bodies are to be ordered to bring disputes to these Courts. Failure to comply with this order will entail a very severe form of social and commercial boycott.
Former judges and lawyers arc to be asked to preside over these Courts, the cost of which will be met by a levy 011 householders and merchants.
