Australia Is Not Prepared For
War.

Mr. Frank .Brennan (Australia) was the first speaker to take the rostrum aud continue the Assembly's general debate. In good voice, lie was heard throughout the building. Under the new system of simultaneous translation, by which the interpetera' voices • reach the audience by means of earphones in whatever language desired, his speech was translated into French during .the actual delivery. M. Briand thus closely followed his reference to the European Federation. . - Mr. Brennan's claim that Australia was worthily carding out her.inanda* toYy duties was applauded by many delegates. He said that Australia tells the world as a gesture of peace that she is not prepared for war. She has, however,, a policy of defence. The spiriu of this defence lies in the fact that Australia- is ready'to join in a detailed study of M. Briand's plan. _ Mr. Matsudaira (Japan) immediately followed, and ..expressed Japan's desire for further naval disarmament to supplement her own voluntary reduction of military strength by 35 per cent.
