The Commissary says that the Sovietmint is unable to supply high class , coins at short notice. Moreover, his suggestion is a friendly gesture to Britain. As people are still hoarding silver to buy bread and potatoes from the peasants, who ignore paper money, the Soviet has directed co-operative organisations in the big .cities to issue goods, only against paper money.
