PACIFIC CONFERENCE.

Characterijtic Address By Jap. President. CHINESE CAUSE .SENSATION. (Received 9.30 a.m.) TOKYO, October 29. The conference of the Institute of Pacific Relations opened this morning in the Hindoe Hall. Five hundred delegates and their families, as well as a large local audience were present. The opening address of Dr. Nitobe, president, was characteristic of a man steeped in pride for national culture and love of peace.

He said: "There can be emulation without fighting, commerce without com-

petition, and patriotism without jingoism. We can love the fatherland without hating- others, and we can trade with foreigners without ruining their profit. We can also run in the same race without undermining their strength."

Message's were read from the Prime Minister of Japan, President Hoover, the Chinese Foreign Minister, and the Prime Ministers of Canada aiid New Zealand. Addresses by various delegates will be presented here at the evening meeting.

A sensation was caused by the Chinese delegates. They circulated a document violently attacking Japan in connection with recent events, including the assassination of Marshal Chang Tsolin, and the Shantung and Tsinan incidents.

The vernacular Press in Tokyo is in dignant.
