SHANGHAI, September 3,

Dispatches received at Peking from Berlin report a deadlock between the Chinese and Soviet Ministers in Berlin. The bone of contention is the insistence of the Soviet representative on the appointment of a new director-general of the Chinese Eastern Railway. Harbin reports the alliance of the Russian troops with Korean and Chinese brigands in the Pogranichnaya district. There have been numerous raids of a particularly bloodthirsty nature. • Martial law has been declared at. Manchuli and at the Ilailar region in consequence of continued military raids, and the wholesale lootings and slaughter of innocent villagers.
