FLATS IN MOUNT EDEN. AN APPLICATION GRANTED. An application to convert an existing house into three Hats, which came before the Mount Eden Borough Council last evening, gave rise to some discussion. In a lengthy report the engineer (Mr. J. H. Rogers) pointed out that ono bedroom did not comply with the borough by-laws in regard to air space and he recommended that the erection of residential flats should be confined to those areas set aside for commercial and residential purposes. No provision was made under the Town Wanning Act for passing of by-laws, and the provision of flats would need to be controlled by regulations approved by the Town Planning Board, which practically meant government by that board. "The whole position seems to me to be bristling with difficulties and overlapping by various statutes controlling local government, and I advise that the legal aspect be set out and clearly defined by the council's solicitors," concluded the report. Messrs. Mills and Chappell expressed the hope that the conversion of existing residences into Hats in the borough would not become common. Mr. Melville said that the plans complied with tho by-laws and the request should be granted, and in this he was supported by Mr. Lange. The application was granted, but consideration of the engineer's report was deferred till next meeting.
