TORONTO, November 8.

The University of Toronto conferred the degree of Doctor of Laws on Sir Austen Chamberlain, British Foreign Secretary. In the course of his speech Sir Austen said he believed the peace of Europe rested on a close friendship and understanding between the British and the French races. VISIT TO OTTAWA. HEALTH GREATLY IMPROVED. (British Official Wireless.) (Received 12.30 p.m.) RUGBY, November 8. Later this week Sir Austen Chamberlain will visit Ottawa, where _ th® Dominion Government will give a dinner in his honour. Sir Austen arrives home towards the end of the month. His health has greatly benefited from tie tour and he declares himsetf perfectly well again and able to resume his duties at the Foreign Office.
