THE CITY COUNCIL'S STAFF.
Public opinion, we think, will hardly be satisfied with the debate at the City Council meeting this week on increases of salary recently granted to several meqabers of the Council's staff. It is not, as was suggested, a question whether the efficiency of employees should or should not be discussed in public, though a local body employee, like a civil servant, must be prepared for a certain amount of publicity in respect to his'salary. The question is first whether the time is opportune for such increases, and then, whether these should be given with so little explanation to the public. Ratepayers may reasonably ask for a little more light.
