CHECKING EXPENDITURE.

COSTING CLERK ADVOCATED. In the opinion of Mr. J. A. C. Allum, chairman of the Tramways Committee, the council should appoint a costing officer. He should be attached to the town clerk's department, and his duties would be to follow up construction and maintenance works of the various departments of the council, with a view to seeing that the estimates are not exceeded and that the various votes are expended strictly in accordance with the council's decisions.

Mr. Allum explains that it is sometimes made to appear that works are varied in .good faith, but apparently without the councij being fully aware of the conditions, and the appointment of a costing officer would act as a check on anything of the kind.
