Definite charges should be made by those who were prepared to make them, and if they were substantiated, the ratepayers would be behind the council. ...-.." Mr. O'Callaghan said that the engineer (Mr. Cook) came to the Mount Albert Council two years ago with the highest credentials, and formerly had been borough engineer at New Plymouth and Hastings, where his work had given every satisfaction. Last year the Mount Albert ratepayers sanctioned"a loan of £750,000 for municipal buildings, roads and drainage, largely for the reason that they had every confidence in Mr. Cook to. cany out the work.
