TBANSFER. OF FUNDS,

!v Telegraph.—Special to "Star.") WELLINGTON, this day. The chairman of the National Highways Hoard, Mr. Furkert, questioned by your correspondent regarding a suggestion made at the Canterbury Roads Conference''that £3.10.000 should be transferred from the highways revenue fund to tin* construction fund as there is probably a South Island credit in that fund, stated that this was entirely wrong. The sum is being transferred from general reserve to the construction fund temporarily, and will bo allocated between both islands. When it is returned to the reserve it will lie replaced in exactly the same proportions as the credit to the. respective islands.
As for a suggestion made at the saum conference tliiit the Highways Board has no policy, Mr. Furkert declared that tlio whole intention of the Act was that the initiative should come from county councils, who arc primarily responsible for expending the money and for future upkeep, though the Highways Board had deviated from the original policy to the extent of considerably increasing its proportion of maintenance expenditure. Mr. Furkert added that Mr. Maginnis was present at the recent conference when the proposal for the transfer of the funds was clearly explained.
