Dr. •ioldstein, who is a distinguished memI bcr of the General Council" of the Zion- ; ist organisation, is engaged on a mission j to the Jews of India, the Far East, the Dutch Indie*. Australia and New Zeaj land. He left Jerusalem in Januarv last and. during the course of an , extended tour, ha? had many interesting experiences. He was in the wreck of the Ta.-naa in the Torres straits when j the passen-rers spent a week aboard the : I shipwrecked vessel. He has played a i prominent part both in connection with the Zionist movement and also in the ; relief of th" suffering* of Jews in: j Russia, Ukraine and Eastern Europe ; generally. He graduated with a doctorate of Law* at the Petrograd L Diversity. Joining the movement in 1901 his brilliant gifts as an orator and organiser soon brought him to the forefront. He became one of the leaders of Russian Jewry and also won distinction as a writer and journalist. In 1917 he wa* elected a member of the Russian Parliament. In 1919 he was elected to represent the Jews of Ukraine on the committee of the Jewish delegation at the Peace Conference. The Jews of the Ukraine were at this time in a parlous position, over 300,000 havinz been massacred in cold blood, and Dr. Goldstein rendered great service in the organisation of relief. He has represented the Zionist organisation in missions to the Jews of nearlv every part of the workL The purpose of Dr. Goldstein's visit :s not only to make an appeal to the Jewish communities for the great task of rebuilding Palestine, but also to explain to them the great responsibilities attaching to the embodiment of the famous Balfour Declaration in favour of a Jewish national home in Palestine. The mandate for Palestine was entrusted to Great Britain by the principal Allied! Powers in 1922 after the San Remo I Conference, when messages were sent from Jews in almost every coontrv of "he world expressing the ardent hope I that the mandate should be given to | Great Britain in preference to any otner i >-ountry. The clauses of the mandate recite the historical connection of the Jewish people with Palestine and also embody the Declaration issued bv the British Government in November. 1917,1 in the form of a letter from Earl Bal-' four to Lord Rothschild. By virtue of the mandate the Zionist organisation; was recognised as the appropriate Jew- j ish agency for the purpose of co-operat- j ing with the British Government and! the Administration of Palestine in such j matters as may affect the establishment | of the Jewish National Home and the interest* of the Jewish population in Palestine. The terms of the mandate also provided j that the Zionist organisation should ! take steps in conjunction with the British Government to secure the co-opera- | tion of all Jews who are willing to assist lin the establishment of the Jewish j National Home in Palestine. During 1 Dr. Goldstein's tour he will explain the i meaning of the mandate and the responsibilities of the Zionist organisation and of all Je - * - * to further the great opportunities, created by the Balfour Declaration and it* embodiment in the mandate ! for Palestine. The Keren Havesod is the Hebrew name for the Palestine Foundation Fun.l which was created by the Zionist organisation in 1921. The Jewish National Fund is used solely for the purchase of land and agricultural settlement, while the Palestine Foundation, Fund is employe*' for the establishment of agricultural settlements, of which ' there are now nearly 100, for the , •■neourairenient of immigration and for ; the furtherance of industry, education ( and public hoiith. As 100.000 Jews! have entered Pa>*tine since the Armistice, the w.irk of the fond has become a.* comprehensive as that of a State. in building up a new country.
