WAR ON IMPERIALISM
Guilt for Nanking Outrages Admitted. ORDER TO TROOPS. SHANGHAI, April 11. General Ho Ying-yin, commander of the Ist Nationalist Army and DirectorGeneral of Operations on tho Eastern front, issued an order to Nationalist troops, in which he admits that Nationalists were responsible for the Nankin-; outrages. He says that in view of the fact that the incidents at Nanking were caused through the ignorance of certain friendly troops who attempted to seize the property of foreigners and the subsequent illegal bombardment by the British and American gunboats, all members of the Nationalist Army are ordered to refrain from firing on foreigners, seizing foreipn property or in any way repeating the Nanking incident. The statement continues: "The Nationalists are waging war against Imperialism not against foreigners. We will deal with Chinese Imperialism first, then foreign Imperialism, but we want to avoid international complications."' (Sydney "Sun.")
