CLOSER SETTLEMENT.
CANADA'S SCHEME. HELPING THE FARMERS. (Received 1.30 p.m.) OTTAWA, December 22. The Canadian Colonisation Department has definitely decided to concentrate on the settlement of small holdings for the next three years. The disastrous experiment of attempting to settle soldiers on land without their having previous experience, shows that capital is essential if ordinary people are to make farming a success on a large scale. A scheme is being worked out with the sanction of the British Government, the latter and Canada giving £100 each to British families located on the land, and Canada will give £200 to Canadians living in the cities who start farming.
