Stalin is exerting his utmost efforts to split the Oppositionists by offering some privileged posts and arresting others. He has appointed a Commission to consider the abolition of the Red flag because of its creating unpleasantness abroad and substituting a red and green flag (with a gold fringe) on which there is a hammer and sickle.
