£7,000,000 ODD REQUIRED. PUBLIC WOBKS AND RAILWAYS ELECTRIFYING LYTTELTON LINE. (By Telegraph.-Parliamentary Beporter.l WELLINGTON, Friday. The Finance Bill was introduced into the House early this morning. Its principal provision is the authority to the Minister of Finance to borrow £5,000,000 for public works. | Including rolling stock for open lines, the loan authorisation for carrying cut the railway improvements programme, including the electrification of, the line from Lyttelton to Middleton, j which is specifically mentioned in the clause, is extended by £2,000,000. "Refreshers" Totalling £816,000. A further loan of £16,000 to the Samoan Treasury is authorised, and the folowing additional loans are also authorised. — £200,000, for purposes of the Deteriorated Lands Act, 1925. » £500,000, for afforestation and £10,000, for Waihou and Ohinemuri Rivers improvement. The Minister of Finance is authorised to is3ue ordinary tax-bearing securities | in place of' securities free of income tax, J and to make whatever variation of I interest is desirable. High Cost of Litigation. Payment of jurors in civil proceedings is increased from £4 to £8 for every day on which a jury of twelve serves and from £1 10/ to £3 for every day j on which a jury of four serves. I Superannuation and Pensions. A number of amendments affecting the Public Service Superannuation Funds are included in the bill. One provides that the' service of- a contributor to the Teachers' Superannuation Fund shall include the period in training college. Every male contributor to the Public Service and Teachers' Superannuation Funds is to be given the option on retirement, or within six months thereafter of ..contracting with the board for a reduced retiring allowance, and in consideration of this the Board may agree with the contributor that upon his death they will pay his widow an annuity of an amount recommended by an actuary. Tn the event of the death or disablement of members of the New Zealand Defence or Naval Forces, through misadventure, in the performance of their duties,, pensions are to be paid on the same scale as war pensions. Calling in Harbour Boards' Deposits. A clause affecting harbour boarc.s. declares that any moneys deposited by them, with any incorporated building or investment eociety, shall not remain on deposit after January 12, 1929.
