A MONEYLENDER'S BILL

ONLY 48 PER CENT. (By Cable.—Press Association.—Copyright.) (Received 2.30 p.m.) LONDON, April 23. An undertaking that the Government will do its utmost to secure the passage of the bill-to protect the public against money lenders was given by Sir William Joynson-Hicks in the House of Commons, and the bill was read a second time without division,, after some objection regarding its provisions. The mover, Major R. G. Glynn, Abington, said the bill laid it down that the money lender must take out an annual license of £15. No money lenders' circulars or advertisements shall be sent to anybody except at the borrower's written request. Newspaper advertising shall be prohibited beyond the statement of the money lender's real name and his registered address.

AH contracts shall be in writing, a copy of which shall be furnished to the borrower, and interest generally shall not exceed 48 per cent per annum.
