RETIREMENT OF PREMIER. A NEW APPOINTMENT. TOKYO, January 27. The Japanese Cabinet has appointed the Minister of Home Affairs (Mr. Wakatsuki) Prime Minister, as Viscount Kato will be unable to resume his duties for some time. Mr. Wakatsuki sav-s that the Government has agreed to adopt a more rigid policy against the extremist movement. This has tended of late to assume a political rather than a social complexion.— (Reuter.)
