RELATION OF THE RACES. LONDON*, January 21. Details of the coming World Labour Congress, to deal with migration, are supplied by the Paris correspondent of the Herald." The organisation of the congress, which is to open in London on May 18, was discussed yesterday by a joint committee, consisting of Messrs.. Merens Jouhaux, and Brown, on behalf of the Labour and Socialist International, and Messrs. Cramp and de Brouekere, on behalf of the International Federation of Trades Unions. It was decided to issue invitations to attend the congress to affiliated Labour organisations, also to the Labour movements in other countries interested in the problem of migration, such as Japan, China, India, the , United States, and Mexico. The joint committee will submit a long report on the importance of the perils arising from the migration of the yellow races from the Far East. It will deal with the economic as well as the racial aspect. The report will also deal with European migration problems. It ■will instance the fact thta the foreign population in France is estimated at present to be at least 2.000,000, of whom half are said to be Italians. — (A. and X.Z. Cable.) NO BETTING TAX.
