FRANCO-AMERICAN DEBT.
A TEMPORARY ARRANGEMENT ■ PRANCE TO PAY _8,000,000 A YEAR. (Received 2..10 p.m.) WASHINGTON-. October 1. A temporary arrangement, covering a period of five years, was reached at to-day's conference of the debt commissions. The French delegates sail from New York on Friday with the American proposal, which will enable them to continue discussions for permanent settlement any time within that period. The agreement provides for annual payments of 40.000.000d01. which will be considered as full current interest on the total debt.— (A. and N.Z. Cable.)
