WILL IT DISINTEGRATE ? N.Z. POLITICIAN'S BELIEF. LONDON, September 30. In an article in the October issue of i the "Nineteenth Century," the Hon. A. S- | Malcolm. M.L.C.. of New Zealand, discusses the possibility of the disintegration of the British Empire as a result jof the Dominions acting as independent J entities. Failing satisfaction of their demands that they be 'treated as full partners, Mr. Malcolm suggests that a conference might be called for the specific ; single purpose of discussing the consti- ! tution of the Empire, a conference for preterence that would be elected by the people themselves. . . ' If such a conference were considered ; impossible, the writer suggests a confer- ; ence that would represent all shades of '. opinion in-Britain and each of the T&*"»*t. "nions. to which the Dominions would be asked to send men who are specially qualified. Such men would not necessarily be members of Parliament.— | (Reuter.)
