FRANCE A HESITATOR.
BRUSSELS, August 4.
The newspaper "Etoile Beige" understands that conversations are proceeding through diplomatic channels between London, Paris and Brussels with a view to a possible conference in which Germany would participate, for the purpose of settling the question of the security pact after the meeting of the League of Natione on September 7. It is 'believed the British and Belgian Governments are in favour of a conference, but France is hesitating.—(Reuter.)
