COCKTAILS IN CAIRO.

ZAGHLUL'S CRAFTY WAYS.

HOW TO OBTAIN MAJORITIES

MAKING MANY MINISTERS. (By Cable. —Press Association. -Copyright.) LONDON, April 8. The Cairo correspondent of the "*>aily Express" dec-lares that un altereni-vn iv the bar of a Cairo hotel revealed the amazing manner in which Zaghlul Pasha hoaxed the Egyptian Parliament, thus securing the recent triumph. A Zaglilulist deputy between cocktails lamented that the dissolution deprived him of the chance of becoming Minister or 1 Justice. Another Zaghlulist intervened. "That's a lie! Zaghlul promised mc the Ministry of Justice!"

A heated argument finally showed that the night before the opening of Parliament Zaghlul Pasha summoned the Zaghlulist deputies and divided them into five or six groups in different rooms. Entering each of the rooms in turn he told the deputies that he had come to an agreement with King Fuad and the British that in the event of a Zaghlulist majority he would form a Cabinet. He was choosing a Ministry forthwith, which included four Unionists having good relations with the Palace.

After he had mentioned the names of the Ministers in each room, Zaghlul charged the chosen Ministers to approach their suggested Unionist colleagues, Zaghhil adding that it was desirable to keep the arrangement secret. Tims Zaghhil Pasha formed a Cabinet with four different Unionist Ministers in each room. The eagerness oft the Unionists to obtain Dosts resulted in securing Zaghlul 123"votes instead of 02. Altogether 47 deputies were hoaxed in the belief that they would be elected Ministers.—(A. and X.Z. Cable.)
