WINSTONE'S ESTATE.

NEW ROADING PROPOSAL. I An important proposal was laid, before die Mt. Roskill Road Board last night by Mr. S. T. Dibble, engineer, on behalf of Mr. Gco. Winstone, senr., for the roading of the Winstone estate in the Mt. Koskill district. Mr. Dibble staled that Mr. Geo. Winstone, senr., proposes to construct the entension of Dominion Road through liia subdivision at Mt. f Roskill in cement concrete pavement, j Mr. Winstone proposes to pave this road with a strip of concrete 18 feet wide. The two haunches consisting of scoria four feet wide and seven inches deep thoroughly compacted in place on each side of the concrete strip. As the Road Board contemplates the construction of Dominion Road in concrete from the present termination of the concrete to Mt. Albert Road, Mr. Winstone is of the opinion that his provision of a concrete road through the estate in continuation of this project would be a factor in convincing the ratepayers, when a poll is taken, of the necessity and desirability of the Board's projected proposals. Mr. Winstono would con- ■ eider paving the whole length of Dominion Road extension from Mt. Albert Road to Arkell Road in one operation, providing the Board is in agreement with his proposal. Should these proposals be carried into effect Waikowhai Park will be opened up to the public. This being an unusual form of road construction for a private mdi- ! vidual to undertake, Mr. Winstone is of opinion that the Board would specially consider this case on its merits. A portion of tlie carriageway between the kerbs on either side of the road would i remain an earth surface, but so constructed that scoria may be applied at any time in the future when it may be deemed necessary, but the very great value of 92 chains of concrete road laid through this property will more than offset this condition.

Mr. Dribble explained Mr. Winstone's offer last night at length.

Mr. G. E. Tansley, chairman, remarked that the roading conditions for this estate had been ""passed by the Board, and they would have to be reviewed if the new proposal was entertained. The offer was certainly a generous one, and deserved the Board's most careful consideration. In the discussion which followed the opinion was expressed that it would be much better if Mr. Winstone would pave a width of 12 feet on each side of the road instead of IS feet in the centre, so as to leave the latter open for the extension of the tramway. The Board hesitated to commit themselves to a form of roading that would prevent the construction of a tramway service that might naturally come in the near future.

The whole subject will be considered in committee with Mr. Dibble. Mr. Tansley remarked in conclusion that the proposal concerned the largest subdivisional estate in Mt. Roskill and possibly the largest in Auckland, so that it was too important to be decided upon without considering it in all its bearings, which could be done only in Committee.
