» CERTIFICATES OF COMPETENCY REGISTERING AUTHORITY. Quite a number of remits dealing with tlie licensing of motor vehicles, and the granting of certificates of competency to drivers were considered at the conference of delegates to ■ the Municipal Association, at this morning's session. The chairman pointed out that most or all of the suggestions were contained in the Motor Vehicles Bill, now before Parliament, and would probably become law. All the remits were carried with«the exceptiou of one from Christchurch, which urged the Government to amend the law to enable local bodies to make by-laws, prohibiting any person driving a motor car or motor cycle in a city or borough, unless he holds a certificate issued by a local authority.

A remit from Westport -advocating that all boroughs within the Dominion, whether the population be less or more than 5000, be registering authorities under the Motor Regulations .Act, 1908, was also carried.
