SETTLEMENTS ABOLISHED. HO MOKE DEPORTATION. (Received 2 p.m.) PARIS, September 14. 31. Herriot (Minister of France) is abolishing all overseas penal settlements, including Devil's Island. Henceforth all convicts will serve their sentences in France.— ("Sun.")
