SITTING WITH CONFERENCE. LONDON, July 20. The Cabinet has decided that the High Commissioners of the Dominions and Mr. Belcourt, member of the Canadian Senate, shall attend the InterAllied Conference debates. The Secretary of the Colonies, Mr. J. H. Thomas, announced in the House of Commons that it had been settled that a representative of any Dominion so desiring might become a' member of tlie Empire Delegation at the conference, on the panel system. Representatives so appointed might attend tlie conference when not sitting as members. This would ensure tlie Dominions' representatives being fully acquainted with all the proceedings of the. conference. The plan was a spv:ial one for this particular conference and was not to bo regarded as a precedent. Mr. Belcourt would take his place on the panel with other members representing their particular Dominions.--(Reuter.>
