MUTUAL ASSISTANCE.
LEAGUE'S WARLIKE PLAN. PRIME MINISTER OPPOSES. GENEVA, July 20. Powerful opposition to the Treaty of Mutual Assistance drafted by the League of Xations last year is forthcoming from the. Prime Minister of Britain, Mr. Ramsay Mac Donald). In a letter he states inter alia that the proposals entail an increase rather than a decrease Wi the British naval and military forces, and tend to the formation of rival groups of Powers. This would mean reverting to the old system of alliances, says Mr. Mac Donald. Moreover it implies an undesirable extension of the powers of the Council of the League, which would thus become a powerful executive body instead of a consultative body.— (Reuter.)
