THE LONDON CONFERENCE.
OPINION IN FRANCE. . GERMANY AND THE FLAN. (By Cable.—Press Association. —Copyright.') PARIS, July 17. In response to the Anglo-French request for suggestions regarding the ' drawing up of a plan for the re- y establishment of Germany's economic \ and fiscal unity, the Reparations Com- I mission decided that the following conditions would determine whether the Dawes report should be put into execuFirstly, complete handing over to the trustee of the securities provided , for in the report; secondly, completion of a gold bank of issue; thirdly, formation of a company to work the rail-, ways; fourthly, complete subscription l of the first loan of 800 million gold j marks. The "Petit Parisien" says that the lastnamed point was only decided after a heated discussion, the British delegate declaring that the subscription would be difficult, and perhaps impossible, if the economic unity of Germany were not restored. — (Router.) The Dominions were not represented at this morning's meeting, but it is understood that they will be represented at future meetings. Mr. J. H. Thomas and Sir Eyre Crowe, in addition to Mr. Ramsay Mac Donald and Mr. Philip Snowden, composed the British delegation. Mr. Mac Donald, in ! the course of a speech emphasising that \ the business of the conference was to create conditions under which tho Dawes report would work, said that two conditions seemed absolutely essential, namely, the economic and fiscal unity of Germany, and adequate security for investors in the proposed loan. — (Reuter.) POSITION OF DOMINIONS. j CONFERENCE WITH MR. THOMAS. (Received 12.30 p.m.) LONDON, July 17. The Australian, Canadian, New Zealand,' and South African High Commissioners conferred with Mr. J. 11. Thomas (Colonial Secretary) this morning in. reference to the Allied Conference, but it is stated that nothing was settled pending the arrival of fresh information from Canada. — (Reuter.)- ---: Vss^
