AMERICA AND JAPAN.
i E DUAL NATIONALITY. BILL PASSES DIET. r 1 WASHINGTON. July 16. 3 A message from Tokyo states that the • Diet has passed the Dual Nationality I Bill, which was approved by the Japanese " Cabinet on July 7. ' The United States law governing the i immigration of Orientals from Htowaii T into the United States will not be affected by the new Immigration Act, so - the Secretary of the Labour Department, i Mr. J. J. Davis, has decided. It is stated , that the 100,000 Japanese who are now ; legally in Hawaii arc restrained from - coming to the United States under the , terms'of the Act of 1017, and that their > status has not been changed by the new 3 Act.—(A. and N.Z. Cable.) ' The bill will permit Japanese out of Japan who havo not taken the oath of [ allegiance either in the navy or army .to renounce their nationality. Full- _ blooded Japanese children born in the > United States could by Japanese permission be regarded (in Tokyo) as Americans. Tho suggestion contained in the ' Dual Nationality Bill is that the Japanese are assimilable with white races and capable of Western aspirations.
